Stand-On or Give-Way are determined by the heading or the True course of each target.
The Relative Motion vector represents the combined movement of our own ship and the target.
The Relative Motion vector and our own ship's Te towards R vector automatically create a Te towards M vector.
The Te towards M vector represents the True course and speed of the target.
